Terms and conditions of collection for SkarbeX community projects.

Preamble
These regulations set out the rules for project submission, fundraising and disbursement of funds for projects supporting historical memory on the SkarbeX website, operated by Kamil Horst NIP: 6381821167. SkarbeX is committed to transparency and honesty in the field of collections and disposition of funds raised by the community.


§1 Definitions

  1. SkarbeX - an Internet service run by Kamil Horst NIP: 6381821167, operating in Poland, enabling the community to support projects related to the preservation of historical memory.
  2. Collection - the process of raising funds for projects submitted by users to implement initiatives of historical value.
  3. Small Projects - projects requiring financial support up to PLN 1,000, financed monthly.
  4. Large Projects - projects requiring support of more than PLN 1,000, funded quarterly.
  5. Visitor - a person who visits the SkarbeX website and has the opportunity to vote for submitted projects without registering.

§2 Rules for Submission of Projects

  1. Submission of projects:
    • Projects can be submitted by both registered users and visitors to the SkarbeX website through the available submission form.
    • Small projects (up to PLN 1,000) can be submitted throughout the month, and Large projects (over PLN 1,000) can be submitted throughout the quarter.
  2. Application requirements:
    • Each project must include a description of the purpose, an indicative budget, justification, and approval for possible publication of the results and final report.
    • Projects must fit into the goal of preserving and promoting historical memory.
  3. Data protection:
    • SkarbeX guarantees that the personal information provided when submitting a project will not be shared with other companies or service users.

§3 Funding and Voting

  1. Principles of financing Small Projects:
    • Small Projects, whose budget does not exceed PLN 1,000, can receive support on a monthly basis.
    • Voting for Small Projects takes place at the end of each month and runs from the 26th to the last day of the month.
    • Any visitor to the SkarbeX website can cast a vote for a project they think deserves support.
    • The project with the highest number of votes and a budget of up to PLN 1,000 receives financial support.
  2. Principles of financing Major Projects:
    • Large Projects, requiring an amount of more than PLN 1,000, can receive support on a quarterly basis.
    • Voting for Major Projects takes place in the first half of the month following the end of the quarter (e.g., April 1 to 14).
    • Any visitor to the SkarbeX website can cast a vote for a project they think deserves support.
    • The project with the highest number of votes and a budget of more than PLN 1,000, but not more than the available pool of funds, receives financial support.
  3. Lack of sufficient funds:
    • In the event that the funds raised do not allow full funding of any project, the funds raised go to the next accounting period, and the project with the most support gains priority.

§4 Rules for Disbursement of Funds

  1. No commission:
    • SkarbeX does not charge any commissions on funds raised. All funds raised go directly to funding community projects.
  2. Costs of collections:
    • The only costs incurred by SkarbeX are mandatory taxes under the law.
  3. Withdrawal of funds:
    • Funds are disbursed to projects that received the appropriate number of votes and meet the financial criteria (PLN 1,000 for Small Projects and an amount above PLN 1,000 for Large Projects).
    • Payment is made immediately after the announcement of the voting results, i.e. on the 1st of the following month for Small projects and on the 15th of the month after the end of the quarter for Large projects.

§5 Transparency and Reporting

  1. Publication of results:
    • At the end of each funding period, SkarbeX publishes information on selected projects and the amount of funds disbursed.
  2. Project implementation report:
    • Beneficiaries are required to send a project report with photographic documentation, if possible.
  3. Quarterly Summary:
    • SkarbeX prepares a quarterly summary of activities, including information on the number of funds raised, projects completed and plans for the next period.

§6 Rights and Obligations of Users and Visitors

  1. Any visitor to the SkarbeX website is entitled to vote for submitted projects, regardless of registration.
  2. Users and visitors are required to comply with the rules set forth in these regulations and to provide truthful information when submitting projects.
  3. Any actions aimed at falsifying voting results or providing false information will result in disqualification of the project and may result in exclusion from the service.

§7 Final Provisions

  1. SkarbeX reserves the right to make changes to the regulations, which will be published on the site and take effect 14 days after publication.
  2. In case of situations not regulated by these Regulations, the relevant provisions of the law in force in Poland shall apply.
  3. Any disputes arising from the implementation of these terms and conditions will be settled by the court having jurisdiction over the registered office of Kamil Horst NIP: 6381821167.
